WHAT IS THE ONLINE SERVICES (OLS) DIVISION?

Vacancies will be filled in the following specialty areas: User Experience Services.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Identifies Internal Revenue Service (IRS) website user audiences, assesses user requirements, needs and satisfaction levels. Keeps the websites' interface in alignment with IRS requirements, while ensuring the existing platform and customers continue to be successful. Establishes and promotes design guidelines, best practices and standards.
Directs employees on new visual appearance features and enhancements regarding software applications and IRS gov. The incumbent guides the execution of visual design stages using the original concept to completion.
Designs elegant solutions to complex workflows and creates user interface designs, prototypes and specifications across multiple platforms.
Develops and publishes usability guidelines to provide developers with tools in the design process; and is responsible for creating, promoting and supporting a corporate standard for usability excellence throughout Online Services.
Designs and conducts usability tests at various stages of the development process; analyzes test results and makes recommendations to improve design and function.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE FOR GS-13 LEVEL: To be minimally qualified for this position, you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience working with relevant existing and emerging usability engineering processes, procedures, and tools in order to identify user audiences, assess user requirements, needs and satisfaction levels and create user interface designs, prototypes and specifications across multiple platforms. Experience using analytical methods and procedures to research and give advice on new website service delivery and integration to achieve organizational goals, conduct studies of website use, and implement or recommend changes. Experience using analytical and evaluative methods and techniques to research emerging technologies and provide advice on the design, content creation, and development strategies for the Web, mobile devices, and other emerging media platforms. Experience working with Web application and development methods, requirements and procedures used governmentwide and within the private sector. Experience using the plans, policies, functions, goals and procedures which are based on a mastery of the methods and approaches used in the planning, integration, implementation and evaluation of usability engineering and information program activities. Experience using and working with Web application programming languages, development software, and other innovative Web technologies to deliver Web functionality and leading-edge interactive experiences, including multimedia, modeling tools, images, animation, embedded videos, prototypes, and mock-ups. Experience working with coding languages (such as Java, Perl, HTML, CSS, and XML/XSL), and knowledge of current design tools, such as Adobe Flash, Fireworks, Photoshop, and Dreamweaver. Experience communicating effectively both orally and in writing, including the ability to articulate findings, prepare reports and make recommendations to management.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
