About the Position: Serves as Chief, Information Technology Service Management Division, G-6, United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS), Fort Liberty, NC.
Duties
Provides expert customer support and advice to end-users; suggests technically feasible solutions to varied IT problems as they occur.
Recommends the most effective and efficient automation approaches with positive impact on multiple users.
Evaluates new concepts and technology affecting the accumulation and dissemination of data to solve customer’s IT needs throughout the installation.
Coordinates with USAJFKSWCS personnel to define/refine functional requirements and translate functional requirements into technical specifications.
Provides services that permit the publication and transmission of information about the organization's programs to internal and external audiences using the internet.
Coordinates with the USASOC CIO/G-6 and the Installation Director of Information Management (DOIM) for the provision of IT services to USAJFKSWCS personnel.
Serves as event Web and IT lead in support of the USAJFKSWCS Blackboard LMS Domains, ensuring technology preparation and execution are complete for all users, in accordance with standard operating procedures (SOP).
Interacts with 500-600 faculty members and assists them in maintaining their courses and sections in the U.S. Army John F Kennedy Special Warfare Center and School Learning Management System (LMS) environment and the Course End Feedback (CEF) system.
Responsible for providing leadership and first line supervision for subordinate Information Technology (IT) Specialists while managing the daily tasks of Contracted Manpower Equivalents (CMEs).
Coordinates Project Management duties on Instructional Technology applications and services as assigned by the supervisor.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Overtime and shift work may be required, to include short notice overtime on nights, holidays, and weekends.

Basic Requirement for Supervisory IT Specialist (PLCYPLN/CUSTSPT):
Specialized and Other Experience: One year of specialized experience which includes: 1) Utilizing expert knowledge of equipment hardware and software capabilities of desktop computers, peripherals, server systems, applications and IT infrastructure architecture in order to provide customer support for workstations, server level applications, and networked enterprise level services to the installation; 2) Providing resource management and oversight of approved plans to improve the customer support for the delivery of networked installation services; 3) Identifying Enterprise level services outages, determining its solution, and articulating the actions needed to complete the task of restoring services to optimal performance; 4) Applying knowledge of capabilities and limitations of hardware/software, storage and configurations methods necessary to support customer requirements of information systems to meet current and future requirements; and 5) Identifying and correcting system problems which are noted during operation phase of software life cycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
