You will serve as a IT SPECIALIST (SYSTEM ANALYSIS) in the NMCI Support Division of COMMANDER, NAVY REGION NORTHWEST.
Duties
You will analyze functional requirements of information systems to confirm technical and business requirements are met.
You will diagnose customer information system issues to distinguish between hardware, software, network, and user-related problems.
You will discuss operational issues with customers to determine fault troubleshooting operations.
You will draft written briefings and communication on project issues to meet the needs of a target audience.
You will assess information technology (IT) capacity requirements to determine which hardware and software components will be needed.
You will maintain information technology (IT) configuration control for network infrastructure to ensure agency wide compatibility.
You will perform continuous performance improvement (CPI) projects for system design projects to reduce costs and provide savings for customers.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency must include: Reviewing my own information technology-related work or data to ensure accuracy, completeness, and consistency with standards.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency must include: Diagnose application software problems in response to customer reported incidents.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency must include: Brief senior leaders on new database technologies and architectures.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency must include: Investigate existing information technology systems to identify potential issues.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1. Providing advice, consultation, and technical expertise in identification of IT hardware and software requirements; 2. Receiving telephone work requests (TWRs) for service, equipment, system upgrade/changes, etc.; 3. Evaluating and recommending solutions to IT-related issues and problems; 4. Facilitating the delivery of IT products and services via the Navy Marine Corp Intranet (NMCI).

I have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
I have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
