This position is located in the Office of the Chief Human Capital Officer (OCHCO), Human Capital Analysis Branch (HCAB).  The supervisor is Nancy Osborn.This  position is Non Bargaining Unit. This position is subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements

Duties

As a Human Resources Specialist (Information Systems), you will provide a wide variety of management advisory services to NRC officials relating to various Human Resources Information Systems (HRIS). Ensures that timely and accurate reporting of HR data is available as needed by NRC managers. The unique nature of the various personnel systems and authorities along with its diverse locations, and its operation require the incumbent to be capable of providing management advisory services in an environment which presents problems of organizational complexity or instability, or the equivalent in difficulty. Prepares recurring reports requested by the OCHCO to include narrative explanations. Coordinates data collection and responses within the NRC. Requests and or prepares manpower and/or staffing reports. Performs quality assurance checks on the various personnel systems to ensure data integrity. Serves as Contracting Officer's Representative (COR) supporting HRIS contracts.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.   The ideal candidate will be able to demonstrate the following: Expert knowledge in the application of a wide variety of Federal and agency-level human resources guidance, practices, and procedures in the area of HR information systems. Expert knowledge in the application of a wide variety of IT tools (e.g., SharePoint, Power BI, MS Forms, etc.) to support HR operations and functions. Ability to solve complex human resources challenges and problems by conducting research, interpretation, and analyses of applicable polices and guidance. Resolves problems by developing recommendations and proposing innovative solutions. Ability to communicate (both orally and in writing) complex and technical human resources IT issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership). Examples may include writing standard operating procedures to document HRIS processes, writing data report results descriptions for non-IT customers, writing statements of work for HRIS contracts, writing results of trend data analyses, and informal or formal presentations to non-IT audiences of different sizes and management levels. SPECIALIZED EXPERIENCE is defined as: 1) Experience operating and maintaining automated HR systems (e.g., staffing and processing systems) to identify, extract, manipulate, and evaluate data for reporting purposes. 2) Experience creating and updating HR products using tools (e.g., SharePoint, Power BI, MS Forms, etc.) to meet the needs of customers. 3) Experience providing consultative services pertaining to HR information systems, including researching customer issues and recommending solutions, to staff and leadership.  A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume.
