You will serve as a FINANCIAL MANAGEMENT ANALYST in the NMRTC PEARL HARBOR, HI Command Suite of NMRTC PEARL HARBOR HI.
Duties
You will perform studies or assist others with full scale studies.
You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by managers.
You will compile, analyze and summarize financial and/or budget information related to assigned areas of a financial program.
You will contribute to the cost-effective use of funds to assure funds are not over or under obligated and are spent in a timely manner.
You will assist in the performance of functions such as formulation of budget and estimates to support plans, programs, and activities, review and evaluate budget requests and control and report obligations and expenditures.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a Financial Management Level 1 certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d within prescribed timelines.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-7) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience formulating a budget and estimating to support plans, programs, and activities;
Experience performing specialized work in connection to accounting systems;
Experience tracking and controlling work pertaining to payroll, cash control, and special programs;
Experience researching accounting, budgetary, and financial information; AND
Experience with budget formulation.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
