Duties

Duties described below reflect the full performance level GS-12. Provides advice, recommendations and assistance to the Director in support of all functional areas of the organization. Ensures programs and policies are in accordance with the Director’s goals and that objectives are consistent with the Director’s management objectives. Manages administrative operations and tasks and develops comprehensive plans and strategies for the internal and external administrative and operational integration of daily activities associated with the execution of the mission of the organization. Coordinates administrative assignments, analyzes the administrative process to improve the effectiveness of the administrative process, and performs a variety of special projects for the Office of a Director and Deputy Director. Prepares draft briefings by gathering background data, searching out missing information, ensuring proper coordination, and continually updating recurring briefings. Perceive and reflect the Director's personal and official policies and wishes to include maintaining personal liaison with all levels within the Agency, several level within the Office of the Secretary of Defense, and the military departments.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required. For the GS-11 level: One year of specialized experience is equivalent to the next lower grade (GS-09) in the Federal Service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 level is defined as experience with organizing or managing internal administrative processes for multiple divisions ensuring coordination and timeliness of office functions, action items and editing correspondence; providing technical information to internal or external customers on policy or administrative procedures. For the GS-12 level: One year of specialized experience is equivalent to the next lower grade (GS-11) in the Federal Service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience at the GS-11 level is defined as experience managing administrative operations and task of an organization; ensuring coordination and timeliness of office functions, action items, authoring and editing correspondence; providing senior leader and executive-level administrative support and communicating with senior level staff and high-ranking internal and external officials. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11: Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. To be considered for the GS-12: Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11: Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-12: Education is not substitutable for specialized experience at this grade level.
