This position is located within the Bureau of Near Eastern Affairs, Office of Assistance Coordination, Division of Grants Management (NEA/AC/GM).  NEA/AC is responsible for coordinating U.S. foreign assistance to the entire NEA region, totaling over $7 billion annually, providing policy direction and operating guidance to officials in Washington and at NEA embassies responsible for the implementation of regional assistance programs.

Duties

Participates in negotiations for revisions to grants and cooperative agreements due to changes in the program or other unforeseen matters affecting the Bureau or recipient. Develops unique grant and cooperative agreements. Reviews requests for additional federal assistance, extensions of validity periods, or amendments to the grants and cooperative agreements to recognize budgetary changes. Reviews program and audit reports on various cost elements and performance. Performs risk assessments of grant applicants prior to grant awards by reviewing audits, financial reporting, past performance data, proposed sub-recipients and beneficiaries, and risk factors specific to proposed activity and geographic location. Conducts site visits to evaluate recipient's performance and to provide advice and technical support. Prepares responses to requests from the General Accounting Office, Congressional committees, other Government agencies and the general public. At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-12 grade level must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing financial assistance actions. Experience analyzing grants applications including making assessments of a prospective awardee's eligibility and financial viability. Experience negotiating, administering, and closing out the resultant awards upon completion. There is no substitute of education for specialized experience for the GS-12 position. Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing grants applications including making assessments of a prospective awardee's eligibility and financial viability. Experience negotiating, administering, and closing out the resultant awards upon completion. Experience interacting with high-level contacts such as Program Directors, legal counsel, and prospective awardees concerning the evaluation of grant and cooperative agreements. There is no substitute of education for specialized experience for the GS-13 position.
