This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for : advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: Serves as coordinator and facilitator of the acquisition process, guiding and assisting stakeholders, providing business acumen, acquisition expertise, and quality control of acquisition documents and acquisition workflows. Drafts acquisition strategies and recommends courses of action to keep contracts and task orders on or ahead of schedule. Coordinates near-term and long-term program requirements to ensure mission objectives are met. Initiates and confers with stakeholders, and executes strategic and tactical decisions that reflect awareness and sensitivity to the missile defense system, MDA, industry, and programmatic, business, policy, and personnel imperatives. Serves as facilitator and recorder of the integrated team process session(s), detailing acquisition workflow, schedule, and objective to enable timely and effective award.

  • Incumbent may be subject to rotation for career-broadening opportunities
  • This position may be eligible for part time, substantial or ad-hoc telework at the discretion of management

Qualifications

You may qualify at the NH-03broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience in performing effectively in high operational tempo with dynamic priorities to identify, analyze, and solve problems. OR anticipating and addressing concerns and needs of internal and external customers. Responding to partners' and other stakeholders' requests in a timely manner. OR developing and evaluating technical and economic feasibility, including cost, schedule and performance in acquisition. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
