You will serve as a LEAD HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the Staffing Department of OCHR SAN DIEGO OPERATIONS CENTER. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will communicate assignments/projects, milestones, deadlines and timeframes for completion. You will coach and/or facilitate in coordinating team initiatives and consensus among team members. You will research and apply qualitative and quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. You will train and develop employees in mastering the application of Human Resources staffing/classification policies, practices, and procedures. You will advise HRO representatives and managers on difficult and unusual recruitment and placement issues or problems, including pay setting policy and regulations.

Requirements

  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as a subject matter expert in human resource laws, regulations, principles, and practices to provide advisory services to management on staffing, recruitment, and placement matters; provide technical human resources training to team members; and facilitate workload and team initiatives. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting, analyzing, and evaluating human resource laws, regulations, principles, and practices to provide advisory services to management on staffing, recruitment, and placement matters. For the GS-11
:

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Obtained an LL.M. degree that is related to the position being filled
or
A combination of experience and graduate education as described above that equates to one year of experience
