Duties

If selected for this position, you will join a well-respected team that is responsible for providing high-performing information technology services for the United States Attorney's Office (USAO), Western District of Pennsylvania. You will serve as Chief of Information Technology within the Administrative Division, with overall responsibility for information management operations. You will be responsible for independently planning, designing, executing, and supervising Information Technology (IT) programs, projects, and work involving a variety of IT specialty areas which support the information management needs of the District. IT specialty areas include, but are not limited to, Information Technology, Automated Litigation Support, and Records and Information Management. Typical work assignments may include, but are not limited to: Supervision: Planning, organizing, assigning, directing, scheduling, and evaluating the work of all employees in the unit. Designing, documenting, developing, testing, installing, and implementing new applications software. Planning and designing new and improved information systems to meet the needs of customer requirements. Performing oversight of a wide range of information technology support tasks associated with day-to-day operation of the USAO IT systems to meet USAO information needs utilizing network hardware and software capabilities. Maintaining district-wide responsibility for testing, quality assurance, configuration, installation, implementation, maintenance, and management of networked systems used for the transmission of information in data, voice and/or video format. Ensuring IT systems availability, functionality, integrity, and efficiency. Ensuring the confidentiality and security of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, and procedures. Performing a full range of first line supervisory duties associated with supervising the technical staff of the unit. Evaluates new technologies for implementation in the USAO. Provides technical assistance and guidance in preserving original content and metadata for electronically stored information (ESI). Using a variety of programming languages and mark-up languages to include C# and HTML, designs complex software systems. Advising management of the need for additional resources to meet the demand of automation. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification(s). Individuals must have IT-related experience and training demonstrating each of the four competencies listed below. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work until provides, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and respond appropriately. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GS-13: To be eligible at the GS-13 level, you must meet one full year of specialized experience at the GS-12 level. Specialized Experience is defined as performing such tasks as: Providing and using Information Technology concepts, methods, standards, and practices to evaluate and resolve hardware and software problems; Planning and improving information systems to meet the needs of customer requirements; Troubleshooting end user computer hardware and software issues; Maintaining systems accounts with various enterprise software programs; Maintenance of server and LAN/WAN activities; Maintenance and troubleshooting of network problems in various office locations; Designing complex databases and automating processes; Oversight and implementation of technology upgrades; Electronic data acquisition; Supervising a technical IT staff. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
