You will serve as an IT SPECIALIST (SECURITY) in the OFFICE OF INFORMATION TECHNOLOGY MANAGEMENT DIVISION of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Naval Reactors (NNSA) Demonstration Project. The BR-03 broadband level encompasses positions equivalent to GS-13 and GS-14.

Duties

You will establish, manage, and assess the effectiveness of all aspects of the Prime Contractor and Naval Reactors cyber security/Information Technology (IT) program. You will formulate plans, policies, and procedures for management regarding cyber security assurance activities. You will lead and represent the Directorate on various cyber security and IT projects. You will review budget estimates and reports results to higher management. You will provide cyber security and IT oversight support and policy interpretation to the organization. You will provide guidance and conduct audits and assessment on applicable computer security measures. You will coordinate in the management of computer incident coordination and notifications with focus on prevention and protection from computer intrusions and countermeasures/corrective actions. You will generate or reviews reports of analysis and processes the information in accordance with NNPP procedures.

  • MSP/PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Develop and maintain strategic plans; assessing policy needs and developing policies to govern Information Technology (IT) activities. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determine appropriate products or services with customers to ensure alignment with the organization's mission, goals, objectives and plans. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing advice, counsel, or instruction to individual employees or customers on both technical and administrative matters. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assessing the requirements, situationally, and formulating a plan to execute the assigned task; frequently requiring analysis based upon incomplete and conflicting data. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower pay band BR-02 (GS-12) in the federal service or equivalent experience in the private or public sector providing Information Technology (IT) project management and technical expertise to develop and implement IT capabilities that include mitigating cybersecurity system vulnerabilities in order to meet the mission and priorities of a warfare program.
