The BR-03 broadband level encompasses positions equivalent to GS-13 and GS-14.
Duties
You will formulate plans, policies and procedures for management regarding cyber security assurance activities.
You will serve as subject matter expert and executive agent for assurance of sensitive activity automated information systems integrity and compliance to established systems security standards through DOE and DON IT policy.
You will lead and represent the Directorate on various cyber security and IT projects.
You will plan, organize, manage and execute cyber security audits, assessments and reviews at multiple locations.
You will review budget estimates and reports results to higher management.
You will provide guidance for the protection of IT systems and networks.
You will provide oversight of technical vulnerability testing and network assessments of counter initiatives to unauthorized attempts to enter information systems.
You will provide guidance and conduct audits and assessments on applicable computer security measures.
You will establish, manage, and assess the effectiveness of all aspects of the Prime Contractor and Naval Reactors cyber security/Information Technology (IT) program in accordance with national level policies and DOE directives.
You will serve as an advisor on matters relating to the vulnerabilities and threats to IT systems.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, BR-02 (GS-12 Equivalent), in the Federal service or equivalent experience in the private or public sector monitoring a cyber security program or project to mitigate system vulnerabilities to ensure compliance with established policies and procedures.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing and evaluating cyber security requirements and capabilities for all work processes using computers.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing cyber security and IT oversight support and policy interpretation to the organization.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: presenting briefings to-senior management officials on complex issues.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency include: resolving problems and issues concerning all phases of cyber security, planning, design, execution, and evaluation.
