This position serves as the Administrative Officer (AO) to Nursing Services located within the Office of the Associate Director for Patient Care Services (ADPCS) at the South Texas Veterans Health Care system, and is responsible for providing health care delivery system and operation support to health care management officials.
Duties
Advise the Associate Director of Patient Care Services (ADPCS), Deputy Associate Director of Patient Care Services (DADPCS), Executive Assistant of Patient Care Services (EAPCS), and other members of senior leadership in the day-to-day operations of service and the health care system and any related Network activities.
Serve as a change-agent and assist the South Texas Veterans Health Care System (STVHCS) in the development of quality of care standards, customer service initiatives, and patient-centered health care delivery which are implemented within the auspices of Nursing Services.
Have overall responsibility for the administrative management of Nursing Services.
Directly supervise the administrative staff for Nursing Services.
Advise and provide recommendations to senior management related to strategic and tactical planning, project management, and program administration.
Responsible for handling routine day-to-day operational needs within Nursing Services.
Resolve highly complex, non-routine matters not requiring action by the EAPCS or DADPCS.
Serve as the primary liaison for the emergency management response for Nursing Service.
Staff the incident command center in times of emergencies or natural disasters.
Prepare presentations for senior leadership; evaluate workload and cost analysis associated with existing and proposed programs utilizing a variety of computer programs.
Communicate professionally in writing with formal responses to congressional representatives, veterans, action plans, etc., for review by, or signature of the ADPCS. These actions may involve fact-finding, researching materials, validating data, and presenting the material in the best possible manner to assure complete and accurate information is communicated. You will develop both long and short-range policies and plans for the organization by coordinating the administrative needs of the medical center.
Strategically devise recommendations to leadership regarding operational activities of the health care system.
Assist the health care system's senior leadership, including the Medical Center Director, Associate Director, Assistant Director, ADPCS, DADPCS, Chief of Staff, and the Deputy Chief of staff in any projects assigned.
Coordinate utilization studies, analyze and evaluate the availability of staff and facilities and changes in procedures and policies as they affect the Office of Patient Care Services.
Provide consultation and advice to chiefs of reporting services on all matters pertaining to administrative issues.
Regularly demonstrate advanced knowledge of VHA databases, such as VSSC, Vista, ProClarity, and DSS in order to complete analyses of STVHCS, particularly as it relates to PCS/Nursing Services.
Manage the physical inventory of non-expendable equipment, including the exceptions list management and 5% verification checks conducted at a minimum yearly.
Serve as the contract officer representative to service and equipment procurements for Nursing Services.
Work Schedule: Monday - Friday, 7:30 a.m. - 4:00 p.m.; 8:00 a.m. - 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and developing administrative requirements; Timekeeping duties; Drafting memos, reports and record keeping; Personnel Management; Overseeing HR requests for Personnel Actions; Tracking and processing annual proficiencies and updating nursing licensures; Scheduling and maintaining calendars; Taking minutes; Coordinating travel; Procuring supplies and services to include technology, equipment, and contract management; Administering the Talent Management System (TMS); Oversight of safe and accurate outpatient transport; Goal-setting and program analysis; Process Improvement analysis, facilitation, reporting and recommendations; Space management; Budgeting; . Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond a master's degree.

Physical Requirements: Work is mainly sedentary in nature to include work at a desk and computer terminal. Physical demands involve walking to meet work contacts and attendance at meetings. Demands may involve some lifting and carrying of office supplies and/or files. Traveling off-station to various meetings is necessary and working overtime hours may be necessary to accomplish job responsibilities.
