This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a senior IT Specialist (APPSW) Oracle Application Developer expert and senior financial systems analyst for Headquarters, US Army Space and Missile Defense Command Redstone Arsenal and all USASMDC sites worldwide.

Duties

Responsible for the USASMDC Command Information Management System (CIMS). Provides high-level technical expertise on software analysis, functionality, design, concepts, and methods for multiple organization. Leads multifunctional development projects in designing, coding, documenting, and implementing new software applications and major enhancements to existing systems. Responsible for providing technical advice and guidance on modernization technologies and initiatives to subordinate programmers and customers throughout software development. Tests, integrates, manage, monitors, modifies, and evaluates extremely complex technical systems relative to the development and implementation of specialized military mission financial and accounting CIMS application systems services. Participates in planning and execution of tasks related to the evaluation of user requirements and translates requirements into Oracle Web based application mission support for SMDC.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical certification within 36 months as of entrance on duty.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position is designated as IAT II for IA/cybersecurity certification. Selectee must obtain appropriate certification compliance IAW Cyber Workforce Management Program (DoD Directive 8140.01 and DoD 8570.01-m) within six months of entry of duty.

IT Related Experience: I have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IN ADDITION TO THE ABOVE YOU MUST ALSO HAVE Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service which includes: 1) Development and maintenance of information technology applications; 2) Determination of techniques for detecting host and network-based intrusions using intrusion detection technologies; 3) Identification of critical infrastructure systems with information communication technology that were designed without system security considerations; and 4) Support of planning and test efforts for new/existing software releases and final software builds prior to deployment to operational sites. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 2/GS-11).
