The primary purpose of this position is to serve as the Expert Senior Specialist of Offensive Cyber Future Operations, Operations Division of the Cyber Operations - Integrated Planning Element (CO-IPE). Provides direct support as a Cyberspace Operations (CO) planner to meet Combatant Command (CCMD) strategic and operational level objectives as part of the CO-IPE staff.
Duties
1. Serves as an information technology specialist, OCO planner and Applies principles and theories of IT to include purpose (duty to protect), mission need (risk assessment), and controls (design controls to protect) in order to identify, assess, and recommend cyber vulnerabilities in products for use within a system and ensure that recommended products are in compliance with organization's evaluation and validation requirements.
2. Analyzes complex operational, tactical situational awareness processes and cyber systems in order to support mission activities.
3. Assists in managing CO to ensure situational awareness and OCO missions are executed.
4. Represents the functional mission at higher levels and maintains continuous liaison and represents the JFHQ-C (AF) with USCYBERCOM, CCMDs, other services cyber headquarters staff, AF and DoD within their area of functional responsibility.

Qualifications
This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in and conducting crisis/contingency operations; focusing on integration DoDIN Operations & Defense; Cyber Counter-Threat; Cyber Warfare and associated mission operations, training, deployment, acquisition, exercise, training systems, contingency, and similar operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of IT principles, methods, advancements, policy and planning, systems analysis concepts and techniques, new and emerging information technologies, security methods and principles, design, development, testing and applications to include hardware and software.
2. Comprehensive knowledge regarding communications-computer system requirements, 16 AF (AFCYBER)/JFHQ-C (AF) TTPs, the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the Department of Defense Information Network (DoDIN) and the AFIN.
3. Expert knowledge of the principles, concepts, and theories of OCO, and the standard practices, methods, and TTPs to direct the development of studies and preparation of reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly.
4. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
5. Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF) and the CCMD's operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives.
6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.

CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission, national security, and public safety.
