You will serve as a Equipment Specialist in the WHE Crane and Certification Division of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will provide Inspection services for all WHE Cat I and IV, Aerial, and multi-purpose machines (yard derricks, truck cranes, all-terrain cranes, rough-terrain cranes, shore power truck cranes, man lifts and scissor lifts). You will delegate responsible work centers, detail repair and maintenance procedures, manpower requirements, and necessary support equipment to accomplish the maintenance and repairs. You will perform in progress and completed work inspections and determines when the equipment is ready for load test or return to service. You will perform a detailed review of maintenance records and equipment during prescribed inspections to ensure that all servicing are being properly performed as specified by OEM, and guidelines, published in NAVFAC P-307, ANSI, ASME, CMAA and OSHA. You will determine whether a deficiency constitutes a major deficiency.

  • You will be required to complete prescribed courses of instruction for Load Test Director and demonstrate adequate knowledge and/or skills as prescribed in NAVFAC P-307.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete the Navy Crane Center’s Mechanical Crane Inspector (NCC-MCI) and Electrical Crane Inspector (NCC-ECI) training within the first 90 days of accepting the Equipment Specialist position.
  • Incumbent must hold and maintain valid Material Handling Equipment and Aerial Lift Platform licenses.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying deficiencies in the condition and operation of a wide variety of Weight Handling Equipment (WHE), Material Handling Equipment (MHE) and/or Base Support Vehicles and Equipment (BSVE); 2) Analyzing technical requirements related to WHE, MHE and/or BSVE repair and maintenance; and 3) Recommending corrective actions for operational, maintenance and/or repairs to WHE, MHE and/or BSVE. Education

Applicants may qualify with the following education in lieu of the specialized experience qualification:

Successful completion of a Ph.D. or equivalent doctoral degree.
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Successful completion of an LL.M. degree that is related to the position being filled.
OR
a combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.
