You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the VOLED Business Operations Division of NETPDC.
Duties
You will manage the accounting information in the Navy College Management Information System (NCMIS) database for financial administration and statistical analysis to support the Navy TA, Marine TA, Coast Guard TA and other programs.
You will develop, coordinate, and maintain an integrated system of funds administration services in the financial management area to provide information essential for the effective management and program control.
You will establish and maintain, via NCMIS, the necessary processes and controls used to obligate, track, expend, collect, report, and budget for the Navy, Marine Corps, and Coast Guard Tuition Assistance programs and Navy’s special programs.
You will maintain internal controls and procedures to ensure the continuous evaluation of VOLED reports to optimize fund utilization and satisfy reporting requirements for efficient and effective planning, programming, and budgeting.
You will serve as Debt Collection Manager for the Navy, Marine Corps, and Coast Guard Tuition Assistance programs.
Your will provide invoice processing and certification supporting to over 900 billing academic institutions averaging ~12K invoices per FY. Liaison on invoice and grade procedures.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastery of the concepts, principles, practices, laws, and regulations of fiscal, accounting or financial management and their relation to subordinate and senior level. (2) Knowledge of automated systems design practices and limitations to describe systems specifications and requirements to computer programmers. (3) Knowledge and skill to develop and monitor a navy- wide accounting system for payment and collection of tuition assistance for military personnel, and a local system for the posting of labor obligations into the accounting system. (4) Must have administrative ability, especially the ability to organize and administer in a climate of continuously shifting guidelines. (5) Ability to advise top management on new developments and advanced techniques. (6) Ability to lead, supervise, motivate and counsel employees.
