About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-WDST99 US ARMY SPECIAL OPERATIONS COMMAND.
Duties
Serves as the U.S. Army Special Operations, 160th Special Operations Aviation Regiment Special Security Officer (SSO).
Composes special request correspondence, and requests for exception to SCI policy and coordinates the same with Army CCF, NSA, DIA and a variety of other national agencies.
Responsible for managing all security actions and procedures necessary for the accreditation of three Sensitive Compartmented Information Facilities (SCIFs).
Reviews and adjudicates all tenant’s activity SCI security incidents and takes appropriate actions.
Individual functions as the security subject matter expert regarding Special Access Programs (SAP) as it pertains to personnel, information, physical, industrial, and operational security.
Develops, publishes, and distributes program briefings for personnel indoctrinated into SAP programs.
Serves as the Department of Defense Intelligence Information Systems (DoDIIS) Information Systems Security Officer (ISSO) implementing security guidance, techniques, and procedures to support the site-based accreditation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must possess a Top Secret Clearance with SCI eligibility or the ability to obtain a Top SecretClearance based on a Single Scope Background Investigation (SSBI) and retain eligibility for accessto Sensitive Compartmented Information (SCI).
- TDY required less than 25% of duty time.
- Must be eligible to receive a DOD passport.
- Must possess valid driver's license in order to operate a GSA 3/4 ton vehicle for the purpose ofshipping and receiving SCI via the Defense Courier Service (DCS).

- Position is identified as a Key Position under the provisions of AR 690-11, cannot be vacated during a national emergency or mobilization. Civilians must be exempted from recall to active duty because of Reserve or retired military obligations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience administering multiple discipline security programs, at least three of the following:
1. Information security, Personnel security, Physical security, Special Access Program (SAP), Industrial security, and Special Compartmented Information (SCI). AND
2. Experience applying SCIF and T-SCIF guidance, policy, and accreditation process.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-11).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Note:
This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership.
