The primary purpose of this position is: to serve as Chief of the Situational Awareness Acquisition Management Section assisting Branch Chief with planning, organizing and directing activities and exercising control over assigned non-supervisory program and project manager.

Duties
1. Over sees the Situational Awareness (SA) Section personnel in the Joint Cyber Command Branch.
2. Provides strategic planning for the Cyber Situational Awareness Section.
3. Provides executive-level communication at the Department of Defense level.
4. Develops, implements and controls contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exists.

- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (continued)
- (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
- This position is Program Management, Level 3 and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge of acquisition management and product support principles, policies, practices, regulations and laws; thorough knowledge of the mission, roles, functions, organizational structures and operation of the DoD, Air Force, and organizations that govern, interface with and/or influence systems acquisition and integrated life-cycle management processes; knowledge of qualitative and quantitative techniques; knowledge of safety, security and EEO regulations, practices, and procedures.Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of acquisition management and product support principles, policies, practices, regulations and laws.
2. Thorough knowledge of the mission, roles, functions, organizational structures and operation of the DoD, Air Force, and organizations that govern, interface with and/or influence systems acquisition and integrated life-cycle management processes.
3. High-level ability to gather and analyze a variety of program information; plan, organize, integrate and manage a variety of acquisition functions and personnel in providing program support; make sound judgments concerning program activities and progress.
4. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc.
5. Knowledge of safety, security and EEO regulations, practices, and procedures.
6. Ability to clearly and concisely communicate with technical accuracy, both orally and in writing; ability to negotiate difficult or controversial issues.
7. Ability to establish and maintain good relationships with individuals and groups within the office, as well as outside of the immediate work.
8. Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction.
9. Ability to plan, organize, and direct teamwork, and to negotiate with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive modifications to program documents, established procedures, or may be in conflict with the desires of customer activities.
