You will serve as a CONTRACT SPECIALIST in the Administration and Logistics Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will review requests for the procurement of equipment, services, and/or construction.
You will analyze proposals for conformance with solicitation.
You will perform cost or price analysis, including review of cost breakdown to determine reasonableness.
You will negotiate with potential contractors.
You will assist with the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed.
You will conduct contract closeouts to include task orders and deliver orders.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level I. If you are not certified, you must achieve certification within 24 months of appointment.
- Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- Non-preference eligibles will need to complete a 2 year trial period and preference eligibles will need to complete a 1 year trial period if not previously completed in the competitive or other excepted service.
- Must be able to obtain an interim and/or final (secret) security clearance.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position:
GS-11: Must have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector planning, developing, and managing contract negotiations, acquisition/contract policies, and assisting with the administration of contracts for the procurement of equipment, supplies and/or construction.
GS-09: Must have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector assisting with planning, developing, and managing contract negotiations, acquisition/contract policies.

Education
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
