Duties

Serves as technical consultant and liaison to network and other IT management and staffs throughout the DLA and DoD on the DLA network environment and on networks in general. Provides technical guidance, analysis, advice, and assistance on a wide range of complex problems encountered in the conception, design, development, testing, and implementation of network solutions incorporating diverse device requirements, (continued) accommodating various protocols, and providing network interconnections among various wide area networks and local area network enclaves. Plans, schedules and participates in network hardware/software testing, deployments, implementations, and service allocations, to include performing liaison functions with IT personnel and network specialists at other DLA sites. Develops and/or modifies test plans, conducts tests, analyzes test results with respect to the acceptance plan for new or modified hardware and software for the ETN. Participates in studies as a team member, accomplishes individual projects, and coordinates intra-agency projects. Provides assessments to include reports of technical findings and recommendations to the appropriate DLA and DISA staff. Provides advice and guidance on the implementation for network security in accordance with guidelines coordinated with the DLA HQ and DLA Cyber Security. Participates in the design, testing, implementation and maintenance of network security software, hardware, and techniques within the DLA. Ensures integrity of maintenance actions to the installed network and its components. Provides on-site hardware and software support for new/modified system and program implementations on an as needed basis.

Qualifications

To qualify for an IT Specialist (NETWORK/INFOSEC), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Conduct analyses and recommend resolution of complex network issues; advise on the design, development, and integration of network systems consistent with existing or planned network infrastructures; Advise on and implement network security; Evaluate and recommend adoption of new or enhanced approaches for delivering network services; Monitor network performance and performing network diagnostics; Plan for, test and install network software and hardware components, upgrades and fixes; Develop requirements for the acquisition of network hardware, software and services; Identify and define technical requirements applied to the design, development, implementation, management, and support of systems and networks; For all positions individuals must have IT-related experience demonstrating each of the four competencies listed: 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
