This position is part of the Office of the Chief Financial Officer, Government Publishing Office in Washington, District of Columbia.

Duties

Manages, plans, directs, organizes, coordinates, and supervises employees engaged in work to decrease accounts receivables within GPO Manages, executes, and coordinates with Leads the daily operations related to planning work assignments and projects of the Customer Account Division Performs final review of the work performed in the section, as appropriate, to ascertain problems in accuracy, adequacy, and adherence to procedures for complex receivables and all receivables that are recommended by the leads to be written off. Completes operations by developing schedules, and assignments, gathering resources, resolving operations problems, maintaining reference manuals, as well as recommending and implementing new procedures when needed. Serves as liaison to customer agency finance/accounting departments, other GPO Finance departments, and user communities to resolve Agency payment and accounting issues with the GPO. Provides quality service to GPO customer agencies by enforcing quality and customer service standards. Plans and develops programs that identify problems related to customer billing processes, evaluates the effectiveness of the programs, and provides recommendations and implements solutions.

Requirements

  • You must be a current Career or Career Conditional GPO employee to apply.
  • Selectee must be able to obtain and maintain Public Trust-Moderate Risk Security clearance.
  • Confidential Financial Disclosure Report may be required.
  • Selectee may be required to serve a one year Supervisory probationary period.
  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify
  • Selectee must successfully pass pre-employment requirements prior to appointment.

Qualifications

To qualify for the Supervisory Financial Analyst, PG - 0501 - 14 , you must meet the following requirements: Applicants must possess at least one year of specialized experience equivalent to the PG-13 grade level or higher in the Federal Service that includes the following duties: 1) Providing expert technical advice, leadership, and direction of complex financial analysis activities, projects, and assignments related to accounts receivables. 2) Planning and developing programs that identify problems related to customer billing processes, evaluating the effectiveness of the programs, and providing recommendations and implementing solutions. 3) Supervising or leading a team of financial analysts, with the objective of collecting overdue receivables owed to GPO. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (12/12/2023) to be considered.

Substitution of education in lieu of specialized experience may not be used or this grade level.
