The Communications/Marketing Officer will serve as the (Supervisory) Communications Specialist GS-1001-14 in VA Center for Development and Civic Engagement (CDCE). The incumbent directly supports the Director, CDCE, and functions as a first-line supervisor to ensure the strategic development and ongoing operations and management of the national program management office.

Duties

The incumbent works collaboratively with other program offices, networks, and medical center staff. The incumbent is responsible for the design, development, and implementation of marketing strategies and plans and for optimizing promotional tactics to achieve additional revenue streams and an increased customer base specifically in the area of volunteer recruitment and donor support. The incumbent determines the focus for marketing priorities that will generate higher revenues, improve name recognition, and greater veterans' satisfaction. The incumbent will identify and respond to issues and trends by completing market analysis and research. In addition to developing the marketing plan and promotional strategies for the CDCE, the incumbent is also responsible for working with VISNs/VAMCs to assist in developing local marketing plans and promotional strategies that complement and augment the CDCE plan. The incumbent provides support and advice to VISNsNAMCs in the areas of communications, enrollment, outreach, advertising, promotions, consumer affairs, community relations, patient satisfaction, and veteran population demographics. The incumbent establishes and directs a program to manage all CDCE publicity and is responsible for creating and implementing promotional activities such as newsletters, speeches, brochures, billboard advertising, cable TV spots, consumer surveys, internet and intranet, e-media, and health care eligibility information. The chief communications and marketing officer is also responsible for tracking, analyzing, and reporting to CDCE leadership on the trends of all customer bases. The incumbent establishes performance standards and evaluates the performance of subordinates, addresses grievances, recommends training, and approves the leave of subordinates. The incumbent hears grievances as a first-level supervisor and makes recommendations for hiring, promotion, and adverse actions as appropriate. The incumbent supports and implements established Equal Employment Opportunity (EEO) policies and programs. The incumbent oversees the daily operation of the program office, ensures that agency policies and priorities are being followed; develops performance standards, and evaluates the work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees in both work and administrative matters. The incumbent hears and resolves complaints from employees or refers them to the Director. The promotions, and reassignments to positions, identifies, and provide for training needs and find ways to improve production or increase the quality of work within the area of authority. The incumbents carry out EEO policies and program activities. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advises the Director on developments and advances within volunteerism policy, plans, technology, and processes including participating in long-range studies and forecasts; recommending methods for enhancing the efficiency of systems through modifications and applications of evolving technology; evaluating and making recommendations concerning overall plans and proposals for major agency projects; and implementing national-level guidance in VA standards, guidelines, or policies; manages a department-wide effort to comply with all Federal laws, regulations, rules, and Executive Orders through extensive program oversight initiatives; and provides quality care and services to the Nation's veterans ensuring program efficiencies and equitable decision making. You will be rated on the following Competencies for this position: Technology Awareness Written Communication Contract Procurement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
