Duties
Designs and leads complex studies of Procurement policies including their functional and system implementation.
Responsible for coordination, development, and implementation of enterprise-wide and local procedures for the Procurement process and
Implements new guidance or changes, including consideration of all effected processes (Planning, Order Fulfillment, Tech/Quality, Finance)
Recommends course of action for Procurement policy implementation across the enterprise.
Analyzes complex data regarding past, present, and projected Procurement process activity.
Provides guidance and expertise regarding the development, interpretation and application of Procurement processes and procedures.
Manage multiple procurement projects and determine project urgency, including requests for major deviation or waivers from critical Procurement program policy or procedural requirements.
Provides written and/or verbal communication to a vast array of customers, from end user operational personnel to senior leadership, Process Owners and other process staff and management team members.

Qualifications
To qualify for a Procurement Analyst your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees ORB.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:-Interprets current and proposed Procurement regulatory requirements and assesses impact on processes, procedures, systems, and data, as well as on customer and supplier organizations.

Assists in resolving EBS and end user issues within the scope of Agency wide Procurement regulations, policies, procedures and business rules.
Provides expertise and advice in the development of new or substantially modified policies which result insignificant changes in enterprise wide procurement functional operations or future guidelines.
Demonstrates ability to effectively communicate orally and in writing at a Sr leadership level.
Demonstrates ability to troubleshoot and resolve issues related to local procurement policy and procedures implementation; in accordance with higher level Directives, Regulations, Statute and Law.
