This position is in the U.S. Department of Transportation (DOT), Office of the Secretary (OST), Office of the Assistant Secretary for Administration, Office of Financial Management and Transit Benefits Programs, Working Capital Fund. As the Supervisory Financial Management Specialist, you will have responsibility for the oversight and broad program management for all functions within the Office of Financial Management and Transit Benefits Programs, Working Capital Fund.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience managing a budget of over a half of billion dollars by overseeing the day-to-day financial management operations of theWorking Capital Fund including planning, budgeting, reporting, and resource management.
Experience providing guidance and direction in developing new policy concepts to improve financial planning and management of theWorking Capital Fund.
Experience monitoring financial obligations and expenditures of program funds and approved budgets.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Internal Controls - Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).
