Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Human Capita , in Irving, Texas.
This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, at the full performance level, you will perform the following duties:
Participate in a variety of administrative and analytical studies on the effectiveness and efficiency of program implementation to identify, determine, define and quantify the value of programs administered and managed, adherence to quality assurance standards and sufficiency of services delivered, and impact on other interrelated human resources (HR) programs, policies, functions, and services such as employee engagement, management and employee relations, performance measurement, work-life balance and benefits, and workforce motivation.
Determine the policy and program impact for assigned areas affecting program implementation, efficiency and effectiveness, and workforce performance and productivity.
Utilize computers and databases/spreadsheets to plan and establish a system to collect and maintain program data.
Apply knowledge of software packages, and other automated information resource systems, sufficient to develop, implement and monitor quantitative and qualitative research methodologies, perform efficiency and effectiveness analyses among the various resiliency programs to compare program performance, and to measure achievement of program objectives.

You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
Preparing statistical data and reports to highlight repetitive or similar analyses findings, patterns, and trends.
Obtaining information and data from multiple sources, as determined relevant by the incumbent, to conduct analysis and evaluation tasks.
Appling knowledge of software packages, and other automated information resource systems, sufficient to develop, implement and monitor quantitative and qualitative research methodologies, perform efficiency and effectiveness analyses among the various resiliency programs to compare program performance, and to measure achievement of program objectives.
