You will serve as a CONTRACT SURVEILLANCE REPRESENTATIVE (ELECTRICAL) in the Facilities Support Contracts Branch in the Public Works Division of MARINE CORPS BASE.

Duties

You will inspect and ensure that contracted work is performed in accordance with contract documents. You will perform a wide range of contract surveillance duties in support of public works facilities support contract efforts. You will perform duties to include pre-bid quality assurance (QA) tasks, QA inspections, and performance of certain contract administration functions. You will assist in the planning, development, and preparation of contract specifications for maintenance and construction contracts for the maintenance, repair and rehabilitation of real property, services and equipment. You will review pre-bid contract specifications for compatibility with the administration of quality assurance methods and procedures. You will perform on-site in-process inspection of maintenance construction and maintenance service contracts to observe work and methods employed to assure compliance with drawings/blueprints and specifications. You will act as liaison between customers and the contractor, providing technical assistance to the specification drafter in defining customer contract requirements. You will maintain a lesson learned and required contract changes file for incorporation into new contract specifications. You will perform a wide range of surveillance duties to building electrical elements to ensure compliance with the latest national electric code, regulations, and ordinances. You will investigate complaints from customers regarding service, damages, property loss, and other matters regarding the contract performance. You will prepare a daily inspection report to maintain record of the current status of contracted work. You will interview contractor employees to assure the laws and regulations are followed. You will review contractor invoicing against inspection reports to approve or deny payment of invoicing.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Administering the contract surveillance process (e.g., perform pre-bid quality assurance [QA], develop contract QA criteria, prepare QA plans, perform QA evaluations, conduct contractor performance reviews, prepare inspection reports) in support of facility support operations; 2) Conducting on-site QA inspections of maintenance construction and service contracts to ensure work is performed in accordance with technical requirements, work procedures, and quality assurance methods governing facility support operations; 3) Serving as technical authority (e.g., liaise with customers and contractors, define customer contract requirements, identify technical problems, determine material deficiencies or substitutions, resolve problems in contractor performance) on the contract surveillance process utilizing in-depth knowledge of quality assurance standards; 4) Preparing QA reports, specifications, and correspondence in clear and concise terms for submission to management-level executives; and 5) Performing inspections of electrical maintenance and repair to ensure compliance with the latest national electric code and safety regulations and ordinances. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successfully completed a master's or equivalent graduate degree;
OR
  • Successfully completed two full years of progressively higher level graduate education leading to a master's degree;
OR
  • obtained an LL.B. or J.D. that is related to the position being filled;
OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
