You will serve as a Major Project Program Manager (Portfolio Manager) in the Operations Department of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic (Mid-Lant). This position is administratively attached to NAVFAC Mid-Lant, but may be filled by qualified NAVFAC employees within reasonable commuting distance of any of the locations listed. The amount of travel required will vary by the selected location and could be up to 25%. Salary will also be determined by location.
Duties
You will provide expertise, leadership and continuity in development, presentation, and justification of NAVFAC products and services required to support warfare enterprise requirements.
You will provide technical direction across multiple warfare enterprise portfolios focused on project planning, design, construction and public works products and services.
You will serve as the primary facilities expert, performing a wide variety of analytical, technical and advisory functions related to the fields of construction, public works, business and financial management.
You will participate in stakeholder conferences and warfare enterprise meetings to maintain coordination and drive progress in planning and execution to support warfare enterprise facilities programs.
You will guide, train and lead teams in the execution of NAVFAC products and services while concurrently developing innovative program improvements to enable effective delivery throughout the Region and, NAVFAC.

- This position may require travel, up to 25%, from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Performing various analytical, technical and advisory functions related to facilities planning, construction, business and financial management; 2) Advising professionals in performing work in areas of construction, field engineering, environmental planning, environmental compliance, contract administration, real estate, public affairs and other construction-related disciplines; 3) Identifying and analyzing highly complex project management issues to develop creative and innovative solutions for planning, budgeting, development, execution, assessment and programming; and 4) Creating complex briefing materials and documents for use in decision-making and meetings.
