You will serve as a Public Private Venture Quality Assurance Specialist in the Public Private Venture Division, Asset Management Business Line of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze PPV metrics and monitor business agreement information on PPV projects such as maintenance quality, sustainment work, and site assessments. You will brief management on overall effectiveness of quality assurance (QA) efforts. You will use computers and application software such as spreadsheets, word processors, databases, graphics, slide presentations, and other specialized applications. You will advise leadership on technical requirements or issues based on the results of inspections or assessments. You will conduct oversight of the PPV projects and monitor property management performance to ensure all work is in compliance with the business agreements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting oversight of the PPV projects and monitoring property management performance to ensure all work is in compliance with the business agreements; 2) Familiarity with the various construction trades, skills in HVAC systems, mechanical systems, electrical systems or civil works; 3) Analyzing PPV metrics and monitoring business agreement information on PPV projects such as maintenance quality, sustainment work, and site assessments; 4) Utilizing and experience in engineering technology, design, estimating criteria, Navy/US building codes, safety regulations, construction techniques, facility maintenance/repair techniques and engineering principles; and 5) Utilizing computers and application software such as spreadsheets, word processors, databases, graphics, and slide presentations and other specialized applications such as Yardi or other property management software.
