About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Perform Acquisition Oversight and Contract Management of specific contracts. Serve as an Organization Program Inspector for all USAICoE contracts.
Duties
Analyze and evaluate (on a quantitative and qualitative basis) the effectiveness of the USAICoE in meeting established Acquisition Management and Oversight (AMO) goals and objectives.
Serve as Contract Officer Representative (COR) or Alternate COR (ACOR) for specific contracts.
Throughout the life of the contracts, maintain liaison with the contracting offices and officer representative to interpret contractual obligations and to resolve problems.
Prepare, review, and coordinate procurement data packages, small purchase requests, government cost estimates, and other mandatory documents, prior to formal submission to the Servicing Contracting Office.
Correlate and analyze large amounts of narrative and statistical material in making appropriate recommendations for action concerning program/budget estimates and funding documents.
Provide advice and guidance on technical acquisition management requirements, development, and administration.
Report Contractor’s performance IAW contract stipulations in the Procurement Integrated Enterprise Environment (PIEE) and verify invoice payments in the Wide Area WorkFlow (WAWF).
Perform as the USAICoE Inspector for the Organizational Inspection Program (OIP) as it relates to contracts, ensuring compliance with policy and guidance as well as Acquisition Management and Oversight.
Prepare and review supporting narrative descriptions, justifications and impacts. Use information to assist in the POM development, justification and defense, and the Planning Programming Budgeting Execution System [PPBES] process.
Provide analytical assessments of command priorities, resources and missions to determine future year requirements and shortfalls. Assure program/budget forecasts, estimates and submissions conform to guidelines and financial objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Two year trial/probationary period may be required.
- This is a Financial Management Level 2 Certified position. Selectee will be required to obtain the required certification within 2 years of employment date. Failure to obtain this certification within the required time may result in adverse action.

In order to qualify, you must meet the experieence requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience.
To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of project or program analysis, assessment, and evaluation theories, principles, practices and tools in order to participate in acquisition integration and management, business process improvement measures and strategic planning initiatives as demonstrated by performance of any combination of two or more of the following: 1.) assisting with monitoring the operations of programs/projects to track and monitor the acquisition strategies and contract trends; 2.) coordinating, reviewing and analyzing program acquisition reports and documentation; 3.) reviewing and auditing data from various contract, manpower, and financial documentation systems in order to provide analysis of acquisition utilization; 4.) applying acquisition management and oversight regulatory and statutory guidance and directives in order to conduct program evaluation; 5.) interpreting data from various contract, manpower, financial, and personnel documentation systems and using office automation equipment in accomplishing study and project efforts; 6.) assisting management officials in recognizing potential business or organizational improvement opportunities by defining project scope, priority, and/or project staffing; 7.) conducting studies and evaluations that includes identifying performance measurements, developing analytical evidence, and recommending alternatives for management decision-making for a wide range of operations and policy issues; and, 8.) performing periodic inspections on service contracts for conformance with specifications and ensures prompt correction of contractual deficiencies pertaining to services and supplies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
