You will serve as the Financial and Performance Metrics Manager in the Business and Financial Management Branch, Expeditionary Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.
Duties
You will be responsible for the Expeditionary Business Line (EXBL) Program Object Memorandum (POM) and ensuring financial information is gathered and analyzed to lay the foundation for making objective decisions pertaining to POM submits.
You will oversee the execution of all fund sources to include Research, Development, Test and Evaluation (RDTE), Other Procurement (OPN), and Operational Maintenance Navy/Reserves (OMN and OMNR).
You will manage processes to increase EXBL's state of audit readiness in accordance with Office of the Secretary of Defense (OSD) Financial Improvement and Audit Readiness (FAIR) guidance.
You will develop and manage the EXBL performance metrics, identifying Key Performance Indicators (KPI) and ensuring source data and metrics are synchronized with NAVFAC Enterprise Data Warehouse and related performance dashboards.
You will manage EXBL strategic planning initiatives to include input to NAVFAC Strategic Design updates, as well as tracking and reporting progress of those initiatives throughout the year.
You will provide oversight for EXBL data and input into all financial business systems.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying expert analytical skills and mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment of financial and business processes used at a directorate level; 2)Using continuous process improvement methodologies to improve program effectiveness by improving complex management processes and systems; 3) Linking directorate goals and strategies to command/DoD goals and strategies; 4) Using mastery level knowledge of the Planning, Programming, Budget, and Execution (PPBE) processes and milestones in order to develop successful strategies, prepare effective POM submissions, justify and defend submissions, and manage financial resources during execution; 5) Applying fiscal, contracting and administrative policies, procedures, and practices necessary to manage and determine the economic feasibility of major acquisition programs; and 6) Developing/presenting concise and meaningful briefings, presentations and technical reports.
