This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Drug Benefit and C&D Data Group (MDBG), Division of Plan Data (DPD). As a Health Insurance Specialist, GS-0107-14, you will implement and operate provisions of the Inflation Reduction Act of 2022 (IRA) as it impacts the Medicare Prescription Drug Benefit, Medicare managed care, and other related activities and programs.

Duties

Provides system support for the IRA provisions in the Health Plan Management System (HPMS), that serves a critical role in the daily operations and high-profile initiatives of the Medicare Advantage (MA) and Prescription Drug (Part D) programs. Evaluates and provides expert technical guidance on the implementation and ongoing operationalization of proposed, modified, or new legislation and regulations, related to the IRA’s provisions on Medicare Part D benefit and other benefit designs. Coordinates, prepares, and delivers training and presentations on IRA implementation issues for MA and Part D organizations, CMS Central and Regional Offices, and CMS contractors. Develops technical responses to correspondence concerning the impact of IRA program policies and data collection on Federal financing programs to the healthcare industry, program beneficiaries, and healthcare providers. Serves as the primary liaison to program managers and staff from CMS Centers and Offices, other government agencies, contractors, and external organizations.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Analyzing laws, regulations, guidance, and/or program needs to implement the Health Plan Management System (HPMS) functionality for health care programs; 2) Developing and presenting recommendations on the implementation of the Health Plan Management System (HPMS), in support of health care programs; AND 3) Providing technical direction and advising high-level leadership regarding system implementation strategies related to health care programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
