You will serve as a ENGINEERING TECHNICAN in the FACILITIES ENGINEERING, and ACQUISITION DIVISION of NAVFAC SOUTHWEST.

Duties

You will serve as a civil construction Engineering Technician and provide engineering support services in the field of construction contracts. You will ensure the construction effort stays on schedule and within budget while minimizing adverse impact to base operations. You will support the management and administrative of complex and challenging constructions projects in various geographic locations in support of Navy, Marine Corps, and other agency clients with critical, time-sensitive missions and functions. You will attend selective quality control, preparatory, and initial meetings, and monitor three-phase checklists for accuracy and thoroughess. You will ensure contractor conducts weekly tool box safety meetings and conduct monthly site safety self-evaluations.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

To qualify for the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assist professionals with quality control plans for construction projects;2) Gather information to resolve problems encountered during construction operations or projects; and 3) Interpret construction guidance and specifications to assist with monitoring contract compliance. NOTE: This experience must be fully supported by your resume. To qualify for the GS-10: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assist professionals with design, layout, and execution processes for construction operations and projects;2) Evaluate and assure compliance of quality control plans for construction projects;3) Make recommendations to resolve problems encountered during construction operations; and 4) Interpret construction guidance and specifications for the purpose of monitoring contract compliance.
