As Program Support Assistant in Primary Care, the incumbent is to provide support to the overall operat1on of the service line. The Program Support Assistant will perform a broad range of administrative functions designed to coordinate and facilitate the overall operations of the Primary Care Service Line.
Duties
Incumbent is responsible for administrative functions and assignments made by the Service Manager, keeping the Service Line Manager and Business Manager informed of pertinent matters related to the service. Receives calls and visitors using own judgment in determining those to be referred to the Service Line Manager, those he/she can resolve, or those to be referred to another member of the staff for appropriate action. Receives referrals from the Chief of Staff's office, Directors office throughout the medical center regarding telephonic or written patient complaints. Incumbent handles complaints, problems, and congressional inquiries and ensures accurate and sensitive response is made in a timely manner. Reads and interprets all incoming correspondence, policies, publications, regulations and directives that affect Primary Care, taking action as appropriate, and/or making recommendations of action needed to accomplish requirements. Incumbent assists in interpreting instructions and in establishing actions required. Incumbent briefs Service Line Manager on such activity, its results, and status. Works effectively with other service lines within the medical center, as well as with community agencies; local, state and federal offices; and congressional offices, as appropriate. Participates in the identification and resolution of problems concerning space, human resources, budget, supply and equipment needs of the service. Reviews administrative and technical aspects of personnel management in Primary Care. Researches and gathers data when needed on grievances, EEO complaint and disciplinary actions. Refers to Human Resource Management Service staff for technical advice and follows appropriate labor agreement. Maintains and manages timecards and monitors part time provider attendance as well as Fee provider funds. Composes correspondence, i.e., memos, routine and non-routine correspondence, local directives, congressional, VA HQ and VBA correspondence. Serves as coordinator for mandatory service level and facility wide training programs for Primary Care employees; ensures Primary Care achieves compliance as required each fiscal year. Incumbent is responsible to service line for all non-expendable equipment which requires periodic inventory and replacement. Coordinates cost containment monitors; quality management monitors; monitoring and evaluation for all aspects of Primary Care; and internal and external reviews. Maintains Primary Care Service Line's Equipment's Inventory List. Submits request for new/replacement equipment and equipment turn-ins referring to Business Manager for approval. Maintains organizational and functional charts for the service line. Reviews requests for reproduction and approves/disapproves as appropriate. Works with clerical staff in Primary Care, as approp1iate, to ensure suspense end follow-up controls for all reports, action items, etc., are maintained. Monitors patient scheduling ensuring timeliness and accuracy of appointments scheduled for Primary Care and specialty appointment. Ensures service connections and eligibility requirement are met. Performs other related duties as required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative Functions and assignments made by service Manager and informing Managers of pertinent matters related to service line; Handles complaints, problems and congressional inquiries and ensures accurate and sensitive response in made in a timely manner; Reads and interprets all incoming correspondence, policies, publications, regulation and directives that affect Primary Care, taking action as appropriate, and/or making recommendations of action needed to accomplish requirements; Works effectively with other service lines within the medical center, as well as with community agencies, local, state and Federal offices and Congressional offices and Responsible to service line for all non-expendable equipment which requires periodic inventory and replacement.

Physical Requirements: The work is primarily sedentary; however, there is some walking, standing, bending, and carrying of light items such as papers, files, manuals, medical records and administrative supplies.
