This position is located in the Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Policy & Programs Group.
As a Health Insurance Specialist (Legal), you will serve as an expert supporting innovative Medicare and Medicaid models by providing legal technical assistance on individual model design and cross-model legal issues, drafting governing documentation such as participation agreements, and liaising with Office of General Counsel attorneys.
Duties
Serve as an expert in interpreting statutes and developing and drafting Federal regulations, model governing documentation such as participation agreements and cooperative agreements; program waivers; and general provisions of relevant rulemaking.
Conduct analyses of legal policy issues in assigned areas, such as drugs or Medicaid, by researching background information, the origin of laws, and their intended impact to draft legally sound agreements and make effective policy recommendations.
Develop and review health care legislation, regulations, and policy documents and draft related policy documents, regulations, procedures, and guidance.
Attend meetings with CMS staff, prepare necessary materials, and present or brief on key legal issue areas, including for senior leadership.
Respond to inquiries regarding legal issues pertaining to program policies from a variety of internal and external stakeholders.

- This is a telework eligible position and reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Identify and analyze legal issues to develop and present solutions that achieve programmatic goals; AND 2) Draft regulations, program guidance, legislative proposals, waivers, policy memoranda, binding agreements (such as contracts between parties, participation agreements, or cooperative agreements), or terms and conditions; AND 3) Evaluate laws, legislative history, court decisions, or policies on health care programs to propose modifications or make recommendations..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
