The position is located in the National Center for Biotechnology Information (NCBI), Information Engineering Branch (IEB).
Duties
As a Supervisory IT Specialist (PLCYPLN), you will:
Plan, direct, and establish policies and procedures governing the organization and management of the Branch's Project Management functions, and direct the implementation of these policies and procedures for an effective an efficient operation of the Branch.
Supervise critical IT support services required to ensure the 24x7 operations and maintenance of the NIH critical IT infrastructure, including mission critical applications that provide services in support of public health.
Provide leadership in centralized IT event management and reporting, asset discovery and configuration management, and oversight of the monitoring of IT operations required to ensure the health and performance of the NIH's critical IT applications.
Play a central role in implementation of an IT service monitoring centralization/consolidation effort to improve the quality of monitoring services, improve incident/event management, and provide oversight of the configuration management process.
Serve as a subject matter expert and resource manager for projects involving IT operations services delivery.
Manage projects and assign or request resources to projects following Agile project management methodologies and ensure the accurate tracking of costs, schedules, milestones, and available resources.
Present technical briefings for senior management and supported organizations.
Have expertise and experience in numerous areas of information technology including application software development, customer support, systems analysis, systems architecture, security, policy as well as have experience managing development of data and compute intensive scientific applications.
Function as the PMO Head and fully share in the planning, organization, direction, supervision, coordination, and conduct of all aspects of the administrative and business management operations of IEB as well as exercise the full range of supervisory responsibilities over subordinate staff.
Provide user support for IT applications and components that provide services to external users and a variety of groups and projects throughout the Institute.
Handle project management duties for IEB's software support and development contract.
Be responsible for administrative and technical duties in all phases of the development, maintenance, and evaluation of software life cycle of new and existing IEB and NCBI-wide Automatic Data Processing (ADP) management and administrative systems.

Qualifications
For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below:

AND You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: planning, directing, and establishing policies and procedures for IT support services, enterprise architecture and project management functions; leading, planning and/or coordinating computing systems and software projects that involve multiple stages in the software lifecycle management and system design process; developing Automated Data Processing (ADP) policy in the ADP contracting process; providing day-to-day first line supervision of professional staff as well as providing oversight to contract staff; providing user support for IT applications and components that provide services to external users and a variety of groups and projects; overseeing the development, management, and implementation of project plans; developing research proposals and plans, formulating the requirements, and devising the research methods to accomplish the development, implementation, and evolution of databases; and interpreting guidelines, preparing and presenting reports, communicating complex technical requirements, and communication systems development and implementation issues to decision-makers and other stakeholders.
