The position is located in the Experience Program of VA New Mexico Healthcare System. The Experience Program is a fully integrated group using an interdisciplinary team approach to provide continuum of care for Veterans in New Mexico VA Healthcare System. The Program Support Assistant (PSA) will have full responsibility for administrative functioning of the service through effective utilization of all available resources to provide the best possible patient experience.

Duties

The PSA has primary responsibility for the administrative and operational management of the services and programs of the Experience Program at New Mexico VA Health Care System (NMVAHS). The PSA is responsible for the development, implementation and evaluation of the Experience Office budget, contract management, personnel management, and coordination of educational activities, oversight for administrative support for supply, equipment and procurement management. This position is also responsible for procurement and serves as Contracting Officer Representative (COR) for contracts under the Experience Program. Provides administrative, technical, resource utilization and financial management of the administrative functions and operations of the service. The PSA is responsible for compliance with The Joint Commission (TJC) standards related to Environment of Care (EOC). Disseminates and/or collects information to and from administrative and clinical personnel concerning VA Directives, reports, policies, plans, procedures, methods, and actions of an administrative nature through all of the service settings of the Experience Program. Works closely with the Chief Experience Officer to ensure the mission and vision of the NMVAHS are met. The position may require work on weekends and non-administrative hours. Provides advice to management and program personnel on budgetary, finance, and regulatory issues. Work Schedule: 0730-1600, may also require work on weekends and non-administrative hours. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Pulling reports using Structured Query Language (SQL), sorting and filtering data, and extract data by code, specialty, and provider. Planning, organizing, and directing team study work and negotiating effectively with management to accept and implement recommendations. Monitoring contractor quality, documenting performance of contractors, monitoring funds and certifying invoices for contractors. Applying the specialized principles and practices of healthcare management in supporting a healthcare delivery system. Demonstrating super-user level knowledge of varied computer application functions to include: MS-WORD, MS- Excel, MS-Power Point, MS-Access, SharePoint computer applications, medical administrative software packages, and e-mail systems in order to access, produce, retrieve and maintain a variety of documents. Preparing correspondence in response to inquiries, reports, audits, etc. You will be rated on the following Competencies for this position: Administration and ManagementManages and Organizes InformationTechnical CompetenceTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves walking to different areas of the Experience Program and the facility at large. Work is typically performed in an adequately lighted and climate-controlled office. The position may require work on weekends and non-administrative hours.
