About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. As a critical national asset, CBC supports all phases of the life cycle from basic/applied research through technology development, engineering design, equipment evaluation, product support sustainment, field operations and demilitarization.

Duties

Serve as Team Lead Financial Management Analyst with responsibility for coordinating overall team efforts in the review, analysis, acceptance, and close-out of all reimbursable funding. Provide analytical and advisory financial guidance to the senior resource manager on issues related to the Programming, Planning, Budgeting and Execution Reimbursable programs. Make adjustments of fund allocations to ensure that balance is maintained, and resources are used in the most efficient manner. Maintain local budget/financial systems. Prepares a variety of financial management reports. Interpret procedures, regulations, policy revisions, appropriation acts and/or recommendation actions, and operational methods to obtain and/or compile budgetary data.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Secret security clearance, including obtaining an Interim Clearance, for the duration of employment.
  • This position requires DOD Financial Management Level 2 certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81. Certification is required for this position within 24 months of assignment.
  • Travel up to 5% is required.
  • A 1 year trial/probationary period may be required.
  • This is an obligated position. Return rights for current Army employees will be negotiated.

Specialized Experience: One year of specialized experience which includes (1) Communicating work assignments in order to reach program goals; AND (2) Providing guidance on applicable work methods, practices, and procedures; AND (3) Applying knowledge of reimbursable funding information and laws; AND (4) Monitoring the status and progress of work to ensure quality. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
