The Local Recovery Coordinator - Social Work Program Coordinator is assigned to manage, direct and oversee the implementation and sustainment of a Local Recovery program at Salisbury VA Medical Center (VAMC). The responsibility of the Local Recovery Coordinator to promote a culture of care within the VA that removes barriers and stigma that may be associated with mental illness.
Duties
The position is programmatically and professionally responsible to the Mental Health &Behavioral Sciences Service Line. MH&BS is comprised of an interdisciplinary staff consisting of psychiatrists, psychologists, nurse practitioners, social workers, mental health counselors, nurses and other disciplines.
Duties include, but are not limited to the following:
-Strategic planning within MH&BS to ensure the provision of high-quality recovery-oriented services to meet the needs of the Veterans being served. This individual is responsible for planning, developing, and implementing short and long-term goals and objectives consistent with the Service Line's strategic plan.
-Develops a facility recovery education plan.
-Develops ongoing education plan for providers, managers, Veterans, Veteran's families, and community partners.
-Produces a Mental Health Summit annually in conjunction with the OMHSP Director of LRCs and the local facility for veterans, community providers, and VA providers.
-Oversees the MH&BS Education Committee.
-Oversight of administrative and programmatic resources and deployment of those resources in support of the program needs.
-Develops and implements recovery-based programs and processes as well as monitoring outcomes using data-driven quality assurance processes.
-Has line and staff authority for resource allocations within the Local Recovery Program.
-Serves as liaison between the National Recovery Program, the Local Recovery Program, and individuals seeking treatment; serves as subject matter expert for Local Recovery; consults with leadership on issues impacting and impacted by staff and the provision of Local Recovery services.
-Responsible for timely completion of all program evaluations and documents required by the Medical Center or healthcare system, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate.
-Trains graduate or post-graduate trainees, as appropriate.
-Serves as a consultant on recovery based care to other medical center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.
-Provides leadership guidance and consultation with Inpatient Psychiatry, BHIP, RRTPs, PCT, SAS, as well as, other units to which assigned.
-Provides a full range of therapeutic interventions including: evidenced based and recovery oriented individual and group psychotherapy.
-Conducts independently psychological assessments. Develops treatment plans in collaboration with the veteran/family and with the interdisciplinary treatment team if applicable. Incumbent possesses the skills to offer psychosocial interventions and measures outcomes to interventions.
-Coordinates community-based services, including information and referral for additional services from other VA programs, other government programs and community agency programs.
-Has working knowledge and experience in use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
-Attends and participates in administrative huddles and meetings as one of the core MH&BS leadership team.
-Serves as the MH&BS staff liaison to the Veteran's Mental Health Council.
-Ensures the completion of the Veterans with SMI Re-engage Directive is complete each quarter.

Qualifications
BASIC REQUIREMENTS
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations:
Local Recovery Coordinator - Social Work Program Manager, GS-13
(a) Experience/Education
One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
(b) Licensure/Certification
Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. VA Handbook 5005/120 September 10, 2019, PART II APPENDIX G39
(c) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Skill in coordinating and implementing one or more specialty program(s), across the facility.
2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
7. Knowledge of organizational structure and impact on program operations.
