You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS/HUMAN RESOURCE DEVELOPMENT) in the U.S. Fleet Forces Command, Director of Civilian Human Resources (DCHR) Office (N1CP) of FLEET HRO NORFOLK NAVAL SHIPYARD.
Duties
You will serve as program manager for injury compensation under the provision of the DOD Injury Compensation Program.
You will provide expert advice regarding claims for legitimacy and adequacy of benefits, benefits eligibility, filing of claims, contested claims, verification of an employee's inability to work prior to approval of continuation of pay or benefits.
You will conduct periodic audits on case files to ensure all injury packets are complete and accurate.
You will conduct formal training classes covering all aspects of the FECA and the installation’s policy in relation to regulatory guidance (i.e., new employee orientations, supervisory development courses and command level briefings)
You will serve as the primary point of contact with regard to the unemployment compensation program.
You will develop, coordinate and administer training and development activities, which are responsive to
immediate and long-range needs and goals of USFF senior leaders and the Fleet Human Resources
Offices.
You will prepare instructions, notices, and other correspondence, as required.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying advanced human resources management principles, concepts, and regulations of a diverse spectrum of HR functional specialties. Knowledge sufficient to provide expert advisory service and/or authoritative policy interpretations on complex, controversial or precedent human resources management issues and to develop operation policy guidance; Experience using analytical methods and techniques and seasoned consultative skills to solve human resource development issues which cannot be resolved through standard methods; Experience designing and conducting broad human resources studies with boundaries and parameters that are difficult to determine in advance; Experience designing new and precedent-setting training approaches, providing in depth review of an organizations problem and determine which can be corrected through the use of training and provide a progression of training experiences to meet organizational goals; Experience preparing, developing and/or critiquing lesson plans and the ability to clearly present the material to the highest levels of command, and employee student population in an effective, meaningful presentation; Experience applying Federal Employee Compensation Act (FECA) program laws, rules, regulations, and procedures sufficient to administer an organization's FECA program; Experience utilizing the Department of Labor, Department of Navy, or local instruction policies and practices regarding the FECA policies in order to recommend appropriate courses of action; Experience directing or leading the work of a staff providing a full range of employee benefits programs.
