This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as a Civil Engineering Technician performing technical assignments primarily by use of Computer Aided Design/Drafting (CADD), AutoCAD and Civil 3D, and Geographic Information Systems (GIS).

Duties

At the full-performance grade level you will: Prepare drawings for a variety of civil works projects utilizing AutoCAD and Civil 3D to include topographic survey plans, grading plans, landscape plans, site layouts, utility plans, cross-sections, details, and centerline profiles. Prepare quantity estimates, accurate calculations, and project features. Conduct site reconnaissance for the purpose of collecting data on existing, anticipated, or as-constructed conditions, and analyze and select tentative field locations for specific project features.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Incumbent to possess or obtain and maintain a valid state Driver's License.
  • This position will require some physical exertion which includes the ability to lift objects in excess of 50 pounds, walking, standing, and carrying numerous items of equipment required for sampling and/or conducting inspections.
  • Incumbent will be required to work indoors and outdoors in all weather conditions including periods of extreme heat, cold and inclement weather.
  • Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.

Qualifications

Who May Apply: US Citizens Positions may be filled at the GS-05, GS-06, GS-07, GS-08 or GS-09 grade level. In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GS-05 Specialized Experience: One year of specialized experience which includes (1) Performing computer aided drafting (CAD) tasks associated with engineering projects and (2) Assisting in data collection associated with engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages GS-06 Specialized Experience: One year of specialized experience which includes (1) Assisting engineers in the preparation of drawings for Civil Works Projects using AutoCAD and Civil 3D; (2) Assisting engineers in the preparation of quantity estimates for Civil Works Projects; and (3) Assisting with conducting site reconnaissance for the purpose of collecting data for the design and rehabilitation of Civil Works Projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07 Specialized Experience: One year of specialized experience with significant oversight performing duties which includes (1) Preparing drawings for Civil Works Projects using AutoCAD and Civil 3D; (2) Assisting engineers in the preparation of quantity estimates for Civil Works Projects; and (3) Conducting site reconnaissance for the purpose of collecting data for the design and rehabilitation of Civil Works Projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS-08 Specialized Experience: One year of specialized experience with moderate oversight performing duties which includes (1) Preparing drawings for Civil Works Projects using AutoCAD and Civil 3D; (2) Preparing quantity estimates for Civil Works Projects; and (3) Conducting site reconnaissance for the purpose of collecting data for the design and rehabilitation of Civil Works Projects.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: One and a half years of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages. GS-09 Specialized Experience: One year of specialized experience independently performing duties which includes (1) Preparing drawings for Civil Works Projects using AutoCAD and Civil 3D; (2) Preparing estimates for Civil Works Projects; and (3) Conducting site reconnaissance for the purpose of collecting data for the design and rehabilitation of Civil Works Projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This recruitment provides promotion opportunity to the target grade of the position (GS-09) without further competition when selectee is eligible and recommended by management.
