This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for This position has requirements which must be met prior to employment, and conditions for continued employment. Duties
Review change orders with a scope of work that can range from simple to highly complex for feasibility and adaptability, conformance to contract and construction requirements to substantiate approval or disapproval.
Conduct negotiations as necessary to arrive at fair and equitable pricing and to protect the interests of the government.
Review, analyze, and evaluates claims submitted by contractors under construction contracts.
Prepare Government cost estimates, to include determination of profit, and compares with contractor's proposal, if necessary, resolves differences in quantities and unit price.
Prepare recommendations as to merit of claims and submits with appropriate documentation to the Contract Administration Team Leader.
Assemble all data secured during research and completes file of information of claim.
Prepare or reviews findings of fact outlining necessity for making changes, justification of the cost of the changes, and justification for any additional time allowed for performance.
Determine actions required to include further investigations, request for proposal, issuance of a two-part change order, or return of the proposed change with information as to why it should not be processed as a change order.
Prepare and updates Section process documents, templates, and slides/presentations.
Prepare and coordinates necessary correspondence related to the conduct of duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Position requires a Secret security clearance.

Specialized Experience: One year of specialized experience at the next lower grade which includes meeting two of the following: construction management (quality and schedule management and technical issue resolution), construction contract administration (scoping and negotiation of modifications, submittal review, cost estimates, and payments), and common computer software (Microsoft office).
