Duties
Conducts laboratory testing to determine the engineering properties of soils, rock, concrete, aggregate, and asphalt according to USACE, ASTM, ACI, or other applicable standards. Completes forms and produces calculations to convey test results.
Perform and report field instrumentation testing, cleaning, and repair as well as, report any unusual aspects of the materials or field conditions.
Plan, execute, and report video pipe inspections.
Maintain awareness of and support Dam Safety instrumentation and inspection needs within the Baltimore District.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent is required as the materials engineering technician to be available for up to 75% TDY for extended periods at the project sites on CONUS.
- Typically, TDY to project sites are assigned with minimum prior advance notice.
- The incumbent will be required to maintain a valid driver's license.
- The incumbent must be able to lift rock, concrete and soil samples weighing up to 80 pounds.
- The incumbent will be exposed to physical requirements associated with this position.
- Wearing of protective equipment, e.g., respirators, safety glasses, etc. may be required.
- Must be willing and able to participate in medical surveillance program and attend 40-hours of HTRW training and updates.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience at the next lower grade GS-06 in the federal service. Specialized experience is defined as: 1. Provide standardized testing of soil, concrete and rock. 2. Operates standard testing equipment, records instrumentation readings and assists in evaluation of test data for inclusion into geologic and engineering reports. 3. Assists installation, inspection, maintenance, and readings of various geotechnical instruments throughout Baltimore District which may include piezometers, wells, weirs, and drainage features.
OR
One full year of graduate education (18 semester hours) in a field directly related to the work of the position such as engineering, construction, or industrial technology. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must upload a copy of your transcripts with your application package.

Combining Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
