The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist . The Supervisory Program Specialist will function within Patient Care Administrative Service (PCAS).
Duties
The Supervisory Program Specialist serves as the Administrative Officer for the Patient Care Administrative Service (PCAS).
Works closely with administrative and clinical staff as well as internal/external services to ensure oversight and management of the service' budget, alignment of the service' goals relative to clinical and administrative requirements.
Provides support to PCAS Leadership relative to resource allocations, funding allocations for Care in the Community, Contract Management, space allocation, overtime analysis, Staffing and development of executive correspondence within PCAS.
Consults and advises the Chief, Assistant Chiefs and facility POC's of all relating matters.
Maintains program objectives and planning within facility operations to ensure goals and priorities are complementary and in congruence with the overall local and national requirements.
Supports activities associated with special projects, data collection, processing encounters and other duties as assigned.
Responsible for supervising two (2) Administrative Specialists (GS-7), one (1) Program Applications Specialist (GS-11) and the GS-12 Health System Specialist.
Administers space, all HR related actions, and equipment programs.
Reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available.
Responsible for the tracking and completion of all inquiries, suspense's, IRIS, and Congressional, assigned to PCAS.
Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Monitors the completion of all timecards and payroll information to ensure distribution of payroll and employee payroll requirements are completed timely, to include assisting managers with personnel issues and administration of personnel policies.
Serves as central point of contact to assist with resolution of employee concerns, Regional Counsel, Special Counsel, EEO investigators, and others in resolving personnel problems and taking personnel actions.
Coordinates internal review systems to assure that both clinical and administrative activities follow agency and accrediting and regulatory requirements.
Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management for over 470.0 FTEE.
Establishes HR/Equipment/Space Policy for the department.
Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

In addition to the qualification above you must also have:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying knowledge of pertinent laws, regulations policies, and precedents affecting the use of program and related support resources (people, budget or equipment); planning; scheduling; and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; conducting detailed analysis of complex functions and work processes; presenting staffing recommendations and negotiating solutions to disputed recommendations; speaking to agencies and organizations relating to matters involving medical center services; utilizing analytical ability in reviewing policies, identifying existing problems and potential problem areas and suggesting solutions or alternative strategies toward environmental improvement.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, to include helping within the various departments within the service. This will require the incumbent to work away from his/her desk.
