THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION) Title 32, Position Description Number D1040000/D1027000 and is part of the Oklahoma Army National Guard.
Duties
GS-09: This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs.
Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Assists in planning and administering the merit promotion and recruitment/placement program. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings.
Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Conducts exit interviews to identify potential program or management deficiencies. Uses information for analyzing trends, considering program adjustments, managerial/supervisory training needs, etc. Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan.
Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Counsels and registers employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate.
GS-11: This position is located in a state Human Resources Office that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to serve as the state Human Resources Specialist for recruitment and placement, military technician compatibility, permanent change of station (PCS) moves, pay setting, recruitment and retention allowances, and reduction in force. Responsible for the development and implementation of plans to accomplish a statewide technician recruitment and recruitment program. Accomplishes work through the use of a variety of automated personnel systems and programs.
Serves as the state's technical expert advisor and consultant to key management on the full range of staffing options for a variety of professional, administrative, technical, and trades and labor occupations. Provides guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems. Has frequent contact with state officials to explain merit principles and the various staffing methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act (USERRA), employment of the physically handicapped, Stay-in-School, Cooperative Work-Study, Upward Mobility, Worker-Trainee Opportunity, etc. Is relied on by operating officials to provide comprehensive guidance and advice in such areas as recruitment sources for top qualified employees, availability of needed skills, qualification requirements, retention standings, and other staffing functions. Seeks candidates from a variety of sources, conducts interviews and evaluates qualifications and eligibility for positions being filled. Ensures selecting official has a reasonable number of well-qualified candidates from which to choose.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: E-4 through E-7, O1 through O3, WO1 through CW2
BASIC QUALIFICATION: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0201 career levels:
-Skilled in collecting and analyzing data effectively, efficiently, and accurately;
-Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
-Ability to write English in reports and presentation formats;
-Ability to communicate clearly and effectively;
-Skilled in presenting formal training presentations and briefings;
-Ability to assess body language and perceive emotional and/or distress levels; and,
-Skilled in applying procedures and directives by reading and interpreting program material.
GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
Knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement; and standardized analytical, and evaluative methods and techniques sufficient to perform management advisory services for specific requests related to immediate problems of limited scope.
Knowledge of recruitment and placement principles, merit placement/promotion plan, and an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications in relation to duties of specific positions.
Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues.
Knowledge of the different philosophies and structures of the ANG and ARNG within the state.
Knowledge of the rules and procedures that apply to the various recruitment and placement and compensation programs, i.e. Coop/Work Study program, Upward Mobility, Handicapped, etc.
Ability to communicate effectively with applicants, supervisors and management.
GS-11: Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.
Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies and precedents of recruitment and placement functions and a full range of pay administration policies, principles and practices sufficient to provide state level comprehensive HR management advisory and technical services to organizational (ANG and ARNG) functions.
Ability to interact with all levels of management and labor unions as a strategic partner in the delivery of staffing services.
A high degree of insight and sensitivity into the relationship between management needs and state National Guard goals and objectives; and the relationship to program principles, practices and procedures is required.
Knowledge of consensus building, negotiating, coalition building, and conflict resolution techniques to interact in highly charged emotional situations.
This position requires a broad breadth of approach and intensity to resolve complex problems and issues when guidelines are not directly applicable.
Practical knowledge of other HRO specializations, i.e. Classification, Employee Relations, Labor Relations, Equal Employment Opportunity, etc. for purposes of interacting and resolving issues.
Knowledge of the different philosophies and structures of the ANG and ARNG within the state.
