The Program Specialist serves the Office of High Reliability (OHR) at West Palm Beach VAMC, providing consultative oversight focusing on all performance improvement program activities involving inpatient and outpatient areas on the main campus and communitybased outpatient clinics for
primary care, mental health, and all specialty clinics.
Duties
Major Duties include but not limited to:
Manages all information tracking using local and National databases for Peer Review, Patient Safety, and Risk Management and as the coordinator for the SharePoint site for the Service.
Tracks all RCA actions and outcome measures from the National Center for Patient Safety (SPOT) database to unsure timeliness of completion.
Directs the writing and management of the Risk Management and Peer Review Medical Center Policies (MCPs) and SOPs andmanages the policies through collaboration and posting.
Assist the Risk Managers with the processing of Office of Medical Legal Affairs (OMLA) , National Practitioner Data Bank (NPDB) and credentialing and privileging documents.
Extracts and tracks data, develops effective graphs for analysis to identify trends and makes recommendations from sourced data.
Serve as a Recorder on all Root Cause Analysis and Healthcare Failure Mode Effect Analysis process teams.
Uses MicroSoft Word or comparable word processing software to execute several office automations functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; and formatting letters, reports, and memoranda.
Providing a monthly summary of findings (including discrepancies and vulnerabilities) the Medical Center Director or CMOP Director, Chief of Staff, Chief Nurse Executive, Associate Chief of Staff for Research, Chief of Pharmacy, and Chief of Police and Security.
Ensure all inspections are conducted according VHA Directive 1108.02(2).
Responsible for all programmatic duties as described in the VHA Directive 1108.02(2).
Incumbent will be responsible and accountable as the Alternate Controlled Substance Coordinator.
As the Alternate CSC, the incumbent will complete all training and orientation related to these duties and be proficient in running the Controlled Substance Program independently and the alternate.
Performs other related duties as assigned.
Work Schedule: 8:00am-4:30pm, Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: manage and analyze administrative, clinical, and technical health care programs; Generate working documents and forms such as spreadsheets, databases, word processing, graphs/tables, and other similar products; coordinate activities to inquiries, issue resolution, or problems encountered for the Medical Center; Assist in reporting and tracking medical center incidents.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, OR, 2 full years of progressively higher level graduate education leading to such a degree, OR, LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. (TRANSCRIPT REQUIRED).
