This position description is intended for use without modification in various Bureaus within the Department of State.
The mission of the office is to provide operational oversight and coordination of communication and processes to the passport agencies/centers and production across the United States.
Duties
Analyzing productivity information and identifying production/productivity performance problems, influencing and developing options for
problem resolution or enhanced production/productivity.
Leading any overall agency/center business process changes.
Designing and implementing systematic communication structure to ensure that policy/guidance/direction from CA/PPT senior
management is conveyed.
Write and edit articles on relevant information for inclusion in Passport services publications and platforms.
Assist Division Chief by developing metrics and analyzing statistical and qualitative data to assess field agency performance.
Establish, oversee, and participate in cross-functional working groups that improve communication and collaboration.
Requirements
- U.S. Citizenship is required.
- Must be able to obtain and maintain a Secret security clearance.
- Incumbent will be subject to random drug testing.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience assessing the effectiveness of an organization's programs;Experience analyzing and defining data requirements; andExperience establishing liaison within and outside one's organization.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, coordinating, and assessing the effectiveness of an organization's programs, and making recommendations toimprove operations;Experience analyzing and defining data requirements, and developing applicable processes for utilizing the data;
Experience establishing and maintaining liaison within and outside one's organization; andExperience applying qualitative and quantitative methods.
There is no substitute of education for specialized experience for the GS-13 position.
