The primary purpose of this position is to serve as a Manpower Analyst at the Air Force Personnel Center (AFPC), a Field Operating Agency (FOA) of the United States Air Force (USAF) Headquarters.
Duties
Provides strategic, programmatic, and technical guidance as well as seasoned consultative management advisory services throughout an entire HQ AF FOA organization on the effective use of Manpower programs to support goals and objectives that produce results to accomplish agency, SAF, and DAF missions. Advice is provided on a wide range of command program areas involving issues such as organizational analyses, management advisory services, total force human capital budget and financial reconciliation analyses, process improvement, Program Objective Memorandum (POM) development and execution, military-civilian conversion actions, planned organizational Human Resource (HR) capital reductions, Base Realignment and Closure (BRAC) actions, and ARC manpower augmentation.
Designs comprehensive manpower and occupational studies characterized by boundaries that are extremely broad and difficult to determine in advance. Defines problems and identifies relationships. Develops detailed plans, goals, and objectives that align with DoD and DAF/ strategic plans, goals, and objectives. Determines the kind of information needed and secures or develops data. Establishes milestones, goals, and objectives to include ensuring key players will move toward project accomplishment. Develops, interprets, and analyzes data extracts and reports from automated databases. Gathers, compiles, and analyzes data from other sources. Evaluates and determines quality of information, assesses impacts, and arrives at conclusions.
Reviews current and proposed DoD and AF directives and precedents for their applicability to manpower, SA and ARC functions across AFPC. Reviews FOA/MAJCOM-equivalent level operations to assure compliance with DoD, and AF directives to meet legal and regulatory requirements. Reviews policies, practices, and procedures to evaluate effectiveness and ensure consistency in their application across FOA/MAJCOM equivalent organizations; recommends modifications when needed. Advises senior AFPC leadership, AFPC Directors, and AF program managers of potential problem areas and necessary actions, alternatives, etc. Identifies areas where policy or program changes need to be made to meet AFPC mission requirements.
Provides technical expertise. guidance, analysis, and interpretation of regulatory and legislative requirements. Relying on available data, searches a variety of sources to select the information appropriate to the task, taking care to verify the relevancy, adequacy, sustainability. attainability, accuracy, and completeness of the information and recommendations. Guidelines require considerable adaptation and/or interpretation for application to issues and problems.
Develops a variety of correspondence and documentation (e.g., formal letters, reports, consultation advisory studies, staff summary packages, briefings, charts, SA, MOAs, MOUs, and background papers). Conducts or attends conferences independently to represent AFPC or with representatives of staff management or other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts. Mastery knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program of support setting. In-depth knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD and USAF management engineering principles, concepts, and methodologies including that of the manpower management advisory consultation and requirements process, and financial management directives, concepts, procedures, guidance, and policy. Skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations.
2. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.
3. Ability to move members of diverse groups towards ownership of their study objective without imposing personal bias.
4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
5. Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
6. Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
