This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10.
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Workforce Development Department of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will implement, monitor, publicize, evaluate, and report on a wide variety of on-site and off-site training and Workforce Development (WFD) programs and projects.
You will train and mentor new employees.
You will review training requests for compliance with appropriate policies, regulations, proper justification, budget, eligibility, etc.
You will assist in the administration and tracking of Individual Development Plans (IDPs) and mentoring programs for employees.
You will coordinate the logistics for a variety of training programs.
You will collect and analyze training data and reports the statistical results to the Training Officer.
You will develop, coordinate, and administer training and workforce development activities which are responsive to immediate and long-range needs and goals for all activities serviced.
You will provide advice and assistance to personnelists, managers and employees on all aspects of the Workforce Development programs.
You will display knowledge of federal training and acquisition policy, regulations, policies, and procedures as it relates to Division Newport's training programs.

Qualifications
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the coordination and tracking of training programs and projects to support workforce development for an organization.
TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the NT-1 pay band (GS-1 through GS-4 equivalency) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

Education
TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-2: In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
