About the Position: The Army Contracting Command is responsible for acquisition support and contracting for a large number of the Army's major weapon systems, for systems and equipment supporting other services, for depot-level maintenance services, and for foreign military sales customers. #ACC-DTA

Duties

Provide guidance and direction over the evaluation, implementation, and operation of existing management information and automated systems for Army Contracting Command – Detroit Arsenal (ACC-DTA). Manage automated financial and acquisition systems, such as General Fund Enterprise Business Systems (GFEBS), Procurement Automated Data and Document System (PADDS), and Logistics Modernization Program (LMP). Provide functional and technical support and trains on a variety of these systems to ACC-DTA employees and customers. Analyze systems and data for inaccurate and incomplete information. Recommend changes to improve system performance to maximize mission accomplishment. Perform special studies to assure that operational automated systems are responsive to ACC-DTA management requirements. These duties are described at the full performance level (GS-12). Applicants may be selected at the GS-07, GS-09, GS-11, or GS-12 grade level.

  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare ad min, mathematics, management and information technology. OR Superior Academic Achievement: Successful completion (or completion by May 2018) of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. GS-09: Specialized Experience: One year of specialized experience which includes utilizing automated systems to review data; reconciling data between multiple sources of information; providing customer service by troubleshooting to resolve technical system problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education Substitution: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare ad min, mathematics, management, and information technology. OR Combo of specialized experience & education:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. GS-11: Specialized Experience: One year of specialized experience which includes reviewing policies, regulations, and guidance pertaining to existing automated systems and the operational needs of the organization; supporting assigned automated acquisition or financial systems; using automated systems to review data input and output; verifying data accuracy using acquisition or financial system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education Substitution: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization, natural sciences, social sciences, philosophy, psychology, education, communication, architecture, data analytics/computer science, healthcare ad min, mathematics, management, ad information technology. One year of specialized experience which includes analyzing policies, regulations, and guidance for existing systems and operational needs of the organization; reviewing procedures and recommending changes for efficient operational management of assigned systems; monitoring efficiency and results of operational systems through review of computer input and output; analyzing data in contracting or financial systems to verify data accuracy and resolve data conflicts; utilizing Logistics Modernization Program (LMP) or equivalent system to verify data accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Education can be substituted for experience at the GS-7/9/11 grade levels.
Education cannot be substituted for experience at the GS-12 grade level.

GS-07: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
GS-09: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
